i dont see a limit, and there might not be one.
hed have to get 500 stacks to get 100% cdr in theory. (i think the minimum cooldown possible is 0.5 seconds?) any reasonable game would have ended by then.
however, 200 stacks and 40% cdr off items wouldnt be insane to expect in a game, if he stacks well on minions and gets a couple assists. this would put his w on a less than 3 second cooldown.
