As a long time veteran, I wanted to test what Runes Reforged and the elimination of the level cap would do levelling from level one.

Rune and mastery slots unlocking through levelling are eliminated, and full access to building runes happens at level 8!?

You gain access to choose which pages at 8 but access to editing/making them comes at level 11.
No, it actually doesn't fully unlock at level 8. Reaching level 8 just lets you pick one of the preset pages.
You gain the ability to make/edit pages at later points, and you can't even do anything with the Inspiration tree until level 17. It just plain doesn't exist before then.
Leveling a new account is super excruciating, because when you play bots it takes to long to level up to get access to the correct runes on champs, and then when you are completely bored and fed up with bots you play against other players and often times they are higher level which means they will typically win lane, because you can't edit your runes. Runes are very important and to wait until level 17 to even edit runes is stupid, because on one of my accounts that is level 13 is mainly facing level 50 and above and they have a huge advantage on me just from runes and it really just sucks, because there is nothing that I can do, because the stock runes are complete garbage, except for the resolve tree. Since you never lose the stock runes ever, I feel that it would be nice to have full runes at level 8 or level 11 since it doesn't take long to get there.
