why is there no penalty for holding people hostage in lobbies?

Probably every 2-3 lobbies, i get someone who is autofilled, or loses their champ, or whatever, that claims "i'm gonna feed, im trolling this game, etc, etc." and waits till the very last second to dodge. They're obviously trying to get someone else to dodge by being complete assholes, and are wasting as much of peoples time as possible.

This is 5+ minutes of time from each player wasted, after being toxic and trying to bait others to dodge by threatening to troll. Why do they get exactly the same wait time as if they just dodged the game they didnt want to play?

There ought to be scaling penalties based on how long into the lobby you quit. You ought to have to wait the cumulative time you just stole from your team. You dodge at 30 seconds in? you only wait 2 min, you dodge at 5 min in, you should have to wait 20 min.

It's silly how much this occurs.

You can screenshot the incident and report it manually to the support team

Come to lower elo where you get a rage quitter 1 in 4 games. thats 15mins lost, 20 is some noob isnt watching the map. you think you have issues...
