Fantasy Patch Notes (Part 1?)
Here are some of my fantasy patch notes. I may do more if people enjoy these. Do people agree on any of them?

Aatrox currently fails to live up to his lore fantasy, which describes him as a presence which inspires others to achieve victory against overwhelming odds. These changes are aimed at increasing Aatrox's teamfight power by putting some extra power into his ultimate, and emphasising Aatrox's inspiring power for a weakened team, and tipping the odds.
**Massacre: **Now deals 100/200/300 (down from 200/300/400) magic damage to all enemies hit, but now additionally deals 10% plus 5% of the target's current health as magic damage for each ally below 50% life in range (approx. an Amumu ult radius).
Aatrox now additionally consumes his blood well upon casting his ultimate, and all allied champions within range regain 10% of their missing hp plus 50% of the health that was consumed from Aatrox's blood well. All allies who were healed also gain (10%/15%/20%) lifesteal for the duration.
Note: The damage radius of the ultimate is unchanged, and Aatrox still fills up 20% of his blood well per champion hit _after _ consuming it to heal his allies.

Annie has a lot of power in her kit without meaningful counterplay, specifically with the instant cast time on tibbers that makes flash/tibbers engages near impossible to avoid, and a lot of her power budget is used up by this. These changes give targets a chance to avoid her ultimate (most likely with flash). In order to preserve her overall power level, extra power has been pushed into her molten shield, to make this under-appreciated skill more valuable, instead of primarily being used to stack her passive. These changes aim to increase the offensive potential of the skill, without reducing her usefulness as a support pick. The change also opens windows to make her a viable jungle pick.
Molten Shield: When Annie casts Molten shield, a small radius of fire bursts out from Annie, applying a debuff to all enemies hit, dealing (6%/7%/8%/9%/10%) of each target's max hp in magic damage over 4 seconds. This skill does not deal damage directly, so it does not trigger Pyromania's stun effect. This effect will not reduce a target's hp below 1 (primarily to prevent accidental minion steals for support annie). If Tibbers is active, this effect will also apply to Tibbers.
**Summon: Tibbers: **Annie now visibly throws Tibbers through the air, with a short travel time before impact. The skill now moves like Corki's Phosphorous Bomb.

Although Bard is in a reasonably good spot right now, his caretaker's shrines feel very underwhelming considering their mana cost, and are primarily used as an instant speed boost in the late game. These changes are aimed at taking away some of the unused instant heal power from his shrines and putting more healing strength into fully charged shrines. This should place greater emphasis on well-planned shrines to better keep his team healthy during the laning phase and while taking objectives.
**Caretaker's Shrine: ** Uncharged heal reduced to 30/50/70/90/110 (+20% AP) from 30/60/90/120/150 (+20% AP). Charged heal increased to 90/150/210/270/330 (+50% AP) from 70/110/150/190/230 (+45% AP).

Brand is a champion who was very powerful on release, but has been one of the biggest victims of mobility creep. These changes are intended to allow Brand to boost his offensive power while keeping his mobility weaknesses intact, periodically opening up more combo potential through itemization and summoner spells, both in support and mid roles.
**Blaze (Passive): ** Ignite
and active/triggered item effects that deal magic damage now apply Blaze to affected enemies. Items that can apply blaze:
