Issue regarding language and region- RIOT MUST FIX

I am a soldier stationed in Korea. In order to play this game, without having 300 ms by playing on NA, I must play on KR servers. However, for some STUPID reason, KR is different than any other region and requires a Korean social security number in order to make an account. Why can't I just transfer my NA account, or even more simple, let me make an account without a KSSN? I want to play LoL so badly so I bought a KR account and forced myself to suck it up. This leads me to the next issue:

Why can't you change the game to the language YOU know/speak? If I'm in NA, why can't I have the game in Korean? Japanese? Spanish? Why? It makes literally no sense. Its the EASIEST fix ever. I'm stuck with Korean language, just because I'm on KR servers, and its annoying to have to google item and ability descriptions online. "Just learn the language" Because that's totally easy and can be done instantly...right?

LoL, as sad as it is, helps me cope with being separated from my family for my year and a half being in Korea. It keeps my mind off things. However, these barriers make it very difficult to enjoy the game...
