Just Some Things to Bring Up

Something that I forgot to include with the linked post. Hecarim has been a champion that been untouched since patch 6.15. As of the current patch, Hecarim has the 7TH HIGHEST WIN RATE , the 4TH HIGHEST PLAY RATE, and the 3RD HIGHEST BAN RATE of jungle champions. When you combine these rates, Hecarim would be approx. the 4th best jungle champion behind Kha'Zix, Vi, and Rengar (in no particular order). The only thing that makes Hecarim stand out from the others, is that he has been untouched for almost 9 PATCHES. These statistics are calculated from Platinum Elo and higher. These statistics should therefore cause Riot to take action to adjust Hecarim to make him lesser of a threat and allow him to have a lower ban rate.
