Concerns About the Ranked Flex Placements

Riot had said in either the patch notes or the preseason notes, that for the Ranked 5v5 Flex is a test area and you would play the provisional games like regular ranked and you would get placed for them. In addition to that, Riot said that players would place lower than where they finished in the previous season. So my concern is, why did I get placed Silver 4 when I finished in Bronze 3 in season 6? Any comments about this whether to clarify or to correct anything I said above are greatly appreciated.
