Lucian: item 3508 is really really good on him, and he gets almost full cdr with it, and since he is a caster carry, cdr is really good

Of the non-reworked ones:

Vayne : with item 3087 / item 3094 , before the interaction was fixed. And she's still strong, too.

Lucian : The deceptively small buff to his ult made him go through the roof, combined with item 3508 .
