@Riot: Does the Change to Slows mean we can buff Anivia's slow strength?

Now that slows don't stack, does this mean we could take a serious look at the strength of Anivia's slows? I always built Rylai's Crystal Scepter for more securing potential. But now that the change is gone, do you think we could look at a possible scaling slow on her Q and R, hopefully up to between 30 and 40 percent? Also more clarity on how long they last, the spells only say they Chill the target no word on duration or strength.
