Why nerf Rammus already?
Nunu has a higher play rate and a significantly higher win rate for multiple patches. What makes you target Rammus instead of Nunu? Rammus hasn't even been above a 50% win rate for an entire patch yet.

Because big daddy Riot with their 20 game design employees and 200+ years of experience said fuck Rammus. He is probably not selling enuff skins. You need to stop pretending like the balance team is trying to do their jobs. Its a circus out here.
Its because they want to make a heavier bruiser top meta. An anti ad champ like rammus thwarts their plan, so they're nerfing him. Pretty dumb reason, but its riot's balance team we're talking about

It's bizarre, but I don't think it really matters. The attack speed probably adds a couple of seconds to his clear speed but other than that it's not even gonna be noticeable most likely. It's not like Rammus gets a lot of autoattacking done in the mid-late game anyway.
dident riot allready mega nerf rammus Q, W and R. and thornmail(core rammus item) in the last couple years?
i used to have a irl friend who used to only play rammus and he dropped from like silver 3 to iron 4 after all lthose nerfs and even stoped playing alltogather because of those nerfs.
