This has probably been said a million times
However it seems a million and one times is still necessary. Gragas can have this http://www.leagueoflegendsskins.com/images/champions/splash/Gragas_4.jpg
but Graves can't have a cigar

They wanted the Vanilla skins to be consistent across all clients, and Graves' cigar was removed because of the laws in some countries.

No u
Honestly it doesnt make any sense. But one would say that since its a skin it doesnt follow the same rules as Base skins, but its still pretty childish if you ask me, and as far as i know Gentleman Cho'gath has it as well.
Haha! I did not notice the Gentleman Cho'Gath before! Yeah, I don't completely understand what the big deal is between the base skins and the others. I don't know if it is still like this but I know that at one point, China had different base splashes for several champions. We could have just simply kept the original Graves splash in countries where they are not so offended or politically correct about it. :D

I mentioned that in the post. ;-)
Honestly, my understanding of this is that Gragas here is portrayed in a not exactly positive light, so kids won't be looking up to him like they do the uber-cool badass Graves.
That makes sense. I just don't like the uber-cool badass Graves being taken away from us because Riot feels pressured by political correctness or "culture". Even though the reality is that the majority of kids from every culture see and experience much worse than seeing a cigar in a cartoony picture. I am not truly upset at Riot over the whole ordeal but Riot catering to the political correctness when there is irony written all over it is a little bit annoying. It is like being in middle school and the whole class gets punished because one kid couldn't behave.
