Fiddlesticks?

After playing with and against and as him many times, fiddle needs a date with the nerf bat. He can kill an entire team by pressing R and cant be focuses because he silences everyone, is he meant to just be the best late game jungler in solo que? His ult does more damage than any assassins burst but he can do it to the whole team. I think that his silence needs to be shortened/removed and his ap scaling on his drain/ult need to be drastically reduced
