I noticed that Lissandra's Q isn't applying her slow when the shard breaks and passes through targets. Sometimes it wouldn't apply on the initial target too. I was playing Blade Queen Lissandra if that helps figure things out or not.

Cindikle1 votesThink of it this way. If someone took a big chuck of ice and threw it at you. You're probably not going to be moving as fast.
But if they chopped it up a bunch, you could walk through that just fine. Like walking through hail. Not that I recommend that.
