Is Jinx the best adc?
- amazing range on her zap ability
- fantastic damage at all stages of the game
- epic ult that can and does get kills across the map
- effective and easy to use stuns

Well, she has the highest winrate. I think against certain team compositions there may better choice simply because she has no escape ability, but on average I think she is the strongest.
Right now, I would have to say yes. She doesn't have any major weaknesses. People say she doesn't have an escape, but her chompers and get excited more than make up for that.
Jinx and Sivir are the best (and not just in normals/solo queue). People claim that champs are OP "only in solo queue" but I see them being picked in LCS too.
No i dont think there is a best ADC, We see a lot of Graves but thats just people going through FoTM phases, soon he will be replaced for no real reason other then someone played something else successfully and then it gets passed along.

Solo que pick? Easily. There are still a few team comps that picking Jinx is suicidal though. Picking Jinx into a comp that can dive onto her super easily and bypass her snare is probably the one time I would pick someone with on demand mobility like Lucian.
She basically has everything you want from an ADC.
- Movespeed on kill
- Massive AS steroid
- Long AA range
- Long-range poke (it gives vision too!)
- Excellent self-peeling CC (that stacks great on teammate's CC)
- Easy, low-mana waveclear
- Teamfight AoE
- Global execute
The only question is, why would you not pick her? Unless the enemy team has an assassin, there is no reason not to pick her.
As much as i see graves i thought he was.
I can handle my own against her, her zap is a direct skill shot, easy dodge. Her Q passive i great, but I can counter with Mf's Passive on W. Her choppers never scare me. Her ult relies on someone being low hp, again not scared.
