I find so as well. I am unranked but due to my high MMR I get matched with Gold and High Silver. In order to get more fair match up it means I have lose matches. My first loss in ranked was not too long ago which cause my MMR to drop so next time I might end up facing opponents who can fight on somewhat more even grounds and hopefully get matched with more helpful players. A good bit of higher elo players have some big egos it's really does put you off.
While playing against high elo may allow you to improve it can also cause much harm. I pretty much got flamed for getting beat by Gold V or so, I mean I see newbies get killed easily and at times a lot in bots, Me against a Gold is just like that. What I am trying to say here is not everyone will be strong will like me and others and if someone got in match with a way higher elo they can flamed for dying and bad plays and that can destroyed their self-esteem which will lead to them quitting or making more bad plays. I for one, want ppl who are new to come an enjoyed this game as much as I have and learn as much I have and develop as much as I have. Although I am far from top tier I am not a complete newb but I am not on lv where I can 1v1 a gold and win often or even win. There should be challenges but not much of a challenge that person may be deter easily and to me that is what the current MMR may do.
Simply, I do believe fighting against higher tier may help improve a players' skill as they might pick up a few things (I know I have, even in bot when playing with a few). But it's more their ingame behavior at times is the issue.
It's unfair on both sides as I don't want to be pair or play against such a huge gap as well they don't want to but I guess some of them might not mind playing agasint a lower elo since it means free promo and some might not mind being pair with higher elo since it's basically mean the same, a free promo. I rather have neither I want to climb on my own at times even carry a match but the current MMR won't really allow much of that.
TL:DR
