It's still 90% on his W. Not sure about his ult though.

W - It has a shorter cooldown, an arguably equal base and a slightly lower ratio. R - Has a 5% slow increase, a longer cooldown, and does less damage, unless you upgrade it with your silver serpents.

I don't think it's R.I.P. but a rebalance or nerf.
