Stealth Nerf, all champions do not receive their 1st level's per level stat gain

I just discovered that when the pre-season patch went through, after doing testing that all the champions do not receive their per level stat gains at level 1.

Only reason I found this out is because I'm constantly doing experimenting and I noticed the numbers I've been using previously were not adding up.

It has never changed until this preseason 6 patch hit.
