@Riot Banshee's Veil needs to be un-nerfed
Seriously,
lets talk about the fact that the only difference between the two items is one has 50+ more HP as base items stats and the passives are both different and one has CDR while the other doesn't.
Banshee's Veil needs to be un-nerfed because of the preceding emergence of CC.
The change to the passive from the spell shield refreshing from 25 seconds to 40 seconds was huge.
With how easy it is to pop the spell shield, its so much harder to try and get it back up since even one point of damage from a champion is a slap in the face like having a Garen/MF passive:
"Welp, better wait another minute for spell shield"
To add salt to the wound, the cost was increased and the spectre's cowl passive got removed and applied a direct HP regen aspect to the base item stats.
The regen passive from Spectre's cowl should have remained with the addition of having a flat hp regen like it and spirit visage has just to even the playing field but with a lower amount of regen.
Spirit Visage is superior in every aspect, same HP, Same HP Regen (lol like it is a stat worth mentioning), 10% CDR, a passive that affects lifesteal/spell vamp and other team heals.
Now you may say:
"But my ADC/Damage dealer doesn't use SV. I rely on Banshee's veil!"
Well you know what with how crappy the spell shield has become, you're probably better off with Quicksilver sash.
Because you can easily bait the spell shield with a spell [low damage spell] that you don't care for and then proceed to lock down the target with CC without their banshee's shield.
And if you managed to get away with your Banshee's Veil, Congratulations. You have to wait for the same amount of time as quicksilver sash cooldown anyway.
The difference is consistency vs. breathing room.
Quicksilver Sash/Mercurial is consistent in the aspect that you choose which/when/what you're affected with vs. Banshee's Veil is supposed to provide room for error and stave off superfluous amounts of CC that make the enemy team think more about their spell choice usage.
The increased reset duration that Banshee's has, nailed it into the coffin.
