Since he has two health bars, I mean. Is it based on combined health? Is it based on Skaarl's HP when he's mounted, and based on Kled's when he's not? How does Warwick passive work on Kled? Is it always active when Kled has less than 50% HP, even if he's mounted?

Nahui4 votes% hp is always the entire health bar. Kled and Skarrl aren't two different champions. It's one champion, just with a fun little gimmick. For coding purposes, he's simply one champion that gets untargetability, move speed changes, and spell changes when his health hits a certain threshold.
So, getting percent damage vs Kled is a -very- good idea.
