How is Morde/Garen not broken af?

I was in a game with a morde, he was behind 3 kills to our adc, then somehow, after 6, he got SUPER strong, killed everything in his path, and honestly (the stupidest thing riot could have done, imo) gave him dragon that just follows him around, explain how you don't think he is broken? At level 6 I saw him 100 to 25% our jungle, and he was three kills behind.

And garen.. Let's talk about him as well, I've played agaist so many, black cleaver, and that's all he builds for offense, the rest is tank, and he does more dmg than our adc. Please explain these retarded ass buffs that you are giving people?

Are you just running out of ideas, so you give people the stupidest buffs you can think of? You're making it so stupid that I can't even enjoy the game..
