Tanks are Worthless; Tanks are OP

I've heard both said and they're both true, at least in dynamic queue.

Tanks as damage soaks are dead right now. The pure tank items (Frozen Heart, Randuins, Thornmail, aegis) have been progressively nerfed (and Spirit Visage / Banshees Veil are about to be nerfed). The S6 last whisper greatly reduces the tankiness of tanks and is quite cheap. And the S6 masteries have amped up damage tremendously. If you are a front-line damage-soak tank, you will not last very long on the front line. You will die while providing little peel for your backline. Tanks are worthless.

On the other hand, the more damage oriented juggernaut/bruiser/offtank items are or recently have been quite strong. These include sunfire, iceborn gauntlet, hexdrinker/maw, titanic hydra, deadman's plate, sterak's gage, ROA (for AP champs), and others. We see assassins and adc's abusing these items (akali, ekko, graves, yi, fiora, etc...). These items are cheap, provide decent damage, and add just enough durability to live long enough to kill your enemies first. And true tanks, like malphite, that build some damage items are stronger than if they build pure survivability (even with so many ADC's and other ad champs, I rarely see a randuins picked up). When true tanks succeed, they do so by putting out substantial damage in addition to their cc. So "tanks" are OP.

Both are true.

In terms of semantics, I would not call the bruisers/assassins/adc's building tanky items "tanks". They are "tanky", not tanks.

I'd like it tanks as tanks were relevant again. But I'm guessing that's not going to happen until Riot overhauls the tank class in its entirety.

Rammus, Malphite, Gragas, Maokai, Poppy (maybe not after her recent nerfs), Sion (don't believe the negativity, Sion top is strong right now), Nautilus, etc. All primarily tanks. All have either been OP or at the very least very good in recent memory.

Tanks are doing great right now.

Rammus is certainly an exception. I think he is strong precisely because the tank role is a valuable one even if the meta is unfavorable to tanks, and rammus can get enough extra tankiness from his w that he can still be viable as a tank when the meta is so unfavorable to true tanks.

Malphite is somewhat an exception, except that he always builds IBG and sunfire and often builds abyysals and ROA. Likewise, his modus operandi is to ult grouped enemies, groundslam, and auto the enemy adc. With his damage as high as it is and his teammates damage as high as it is in S6, the follow up from his team can destroy the enemy before Malphite has time to soak much damage at all.

I hope Sion is just strong and not OP.

All of those champs are currently standing in as Bruisers rather than true tanks. Almost every one of them goes for the standard Sunfire>Iceborn build (which is primarily about off-tank damage, not true tanking). The issue isn't that tanks as a class don't see play, the issue is that tanks as a role are totally ineffective.

The only problem is that true tank items can't be buffed while the bruiser tank items are strong because that will only push the off-tanks even more into the OP metagolem realm than they already are.

Have you seen tanky Graves Vayne Quinn? All you have to do is put in item 3156 item 3812 item 3053. Done. Tank.
