The clown has been of the most nerfed champions in lol history, is there a chance that riot will ever improve him again?

As long as he has the second most overpowered mobility in the game, he will (rightly) get no buffs.
Only Lee and possibly Zed (with ult) has greater mobility and escape capacity.
No because he will just end up nerfed again.
This is the problem with trying to buff/nerf broken champions rather than reworking them.
Don't touch Shaco. Ever. He's interactive and balanced and that's all we need, stay away from Shaco. If it ain't broke, don't fix it.
