does riot plan on doing anything with shaco this year?
a lore update, rework or something along those lines

If riot chose to do a assassin rework project he might get some attention but that would be next year and it isn't guarantee to be an assassin project. It is either diving fighter, tanks, or assassin.
Here. These are most the Chinese skins that will be coming to NA this year. Shaco is in a few of them.
I say most because not all of them will be coming. Riot is just taking some of the Chinese skins over to NA to please the company that owns them (Tencent)
