Did ranged support champions who use Relic Shield Line just get screwed??

One thing that caught my eye pretty quickly about the whole reduced healing on the Relic proc for ranged champions deal was what about the ranged support champions (ie thresh, sorta rakan, etc) who use Relic Shield? From what I know the whole idea behind this change is to stop adc's from taking relic shield, but what if someone wants to take a ranged support and use relic shield? IMO Thresh is the most affected by this change and I feel like he might have just been screwed by this. Maybe I am overreacting, maybe I am not, let me know what your thoughts are!

Good, Now my thresh support won't miss 30 minions trying to last hit for relic shield

my second argument would be that it seems as if riot is almost making supports build a certain way now, the whole thing with merging the items I think is a good way to free up space for other items, but it still feels like they are steering supports towards the same specific items and builds and there isnt much diversity.
