Game feels really laggy, FPS is reduced and ping seems normal though?

Does anyone else have an issue where since the last patch or two, the matches feel slow and rugged? It's like my camera and characters move sluggishly and my current fps/ping shouldn't be an issue but it seems to be reduced in FPS and my ping is sitting at average levels. Does this have to do with video card or something else?

I tried resetting networks and router, but nothing worked. I also noticed that if I am fiddling with Windows 10 volume controls, or adjusting screen brightness on my laptop or even alt-tab for a few seconds, the FPS suddenly shoots upward but then goes back down. What is happening here?

What graphics card do you use?

It’s running on NVIDIA GTX 1050. literally all my other games have no issues on laptop atm. I also noticed people complaining about AT&T issues and I also believe I have the same provider. Maybe it’s a network thing?
