They are both garbage compared to the Alternative, and Tough skin is garbage compared to ALL Alternatives.
Make tough skin reduce 8-10 damage from ALL sources after armour/mr (even then it still be a very hard choice and still leaning towards the movement speed) As it should be.
Just make Veterans scars 100 hp.
All tough skin could use is a tiny buff vs. champions. Even then you have to remember it's just a tiny tiny mastery in the whole scheme of things. Making it a doran's shield is far far far far far too strong for a single t2 mastery.
Tough skin i think is a reasonable trade between the MS it blocks a lot more dammage than you think. Vet scars though ill agree i never reallly take cause if you have any kind of healing or shielding you are going to easily make up the hp you lose from not having it i feel like it should be a early game mastery that give you a nice HP boost
Veterans Scar is getting buffed next patch, Runic Armor and Recovery are also bad and need a small buff.
Think about how many autos you take in lane if you take say 20 autos while in lane thats the equivalent of 40 hp not too shabby for a single mastery
