I've beaten her as Sion. I wouldn't say he counters her. More of a skill match up.

Ive had amazing success as Poppy rushing deadmans into gauntlet. percentage damage q works wonders when she goes first item damage and is squishy as hell. You can negate her empowered auto with w and i think her ulti as well not too sure on that.

I've been rekted by Top lane Poppy when I've played Illaoi.

I've also noticed that a lot of Poppy's in top are really aggressive.

Yeah, i play top lane Poppy super aggro lol. Playing against illaoi honestly feels like a free win cause for her to get the most of her tentacles she needs to be relatively close to the walls and thats just where Poppy wants her enemies. Wall smashes galore for days. Most illaois also rush damage so they get wrecked by still being squishy as heck. Poppys empowered auto combined with flask charges is decent poke and once you get deadmans and iceborne you can charge up 100 stacks, use an ability, pop a flask, and poke for some really good damage with her shield.
