Yes, it does.

Go into Practice tool, open shop, move the window to the side so you can see the other stat window (might need to have the champion stat open). Hit Q and open shop and you'll have +10 and +8 for a few seconds after the Q.

Isn't really a dash because it is just the animation that shows up like that

It's not the animation, read the desciption; Elise "lunges" towards her target. I'm not sure how the mechanics work but it seems like it should apply.

a lunge isn't really a dash, if there is one Thing we learned from riot's Skill describtion then it's that they are very literal in their respective meanings. As far as i am concerned, it isn't a dash, i could be wrong, but i don't see that as likely. having said that, her Q procing sudden impact would however do her some good

Here's the thing, I just played a game against a poppy and her W STOPPED my q in spider form. I feel like it should count.
