I only recently came back to LoL, (8 months,) and wtf is this thing? is he fun? good? Is he as weird as he seems?

All of the above. Run the new Courage of the Colossus mastery on him and he's busted, but he was really awful on release. Riot gave him a few months and the jungle rework this season really helped his clear relative to everyone else's, a lot of challenger players have picked him up now and say he's broken.
