Issues of Mana Champs vs. Non-mana Champs

Lately there have been a lot of complaints about mages being shafted by item changes and about mana-less champions being far superior. To some extent I agree with this as there are a lot of mages who aren't that great anymore. This is however because their previous play patterns were simply to spam abilities just like their manaless counter parts could. Because they had an endless supply of mana with the old items they were balanced around this. Now that they can actually run out of mana, those would relied on fishing with skillshots struggle since they were balanced around not running out.

I don't feel that mana regen needs to be brought back to what it used to be. A champ being able to run out of mana adds more windows of opportunity against them. Instead I think that it would be both more interesting and more beneficial to mages if they were balanced around being able to run out of mana. Not necassarily strait damage buffs, but making their skills a tad more impactful since they can and will run out. Things like the ahri changes where her q speeds her up and w doesn't interupt her autos. Maybe not every mana champ needs buffs like these. But for those that do, buffs that make their skills more impactful when cast and landed would be the more interesting and fun way to go imo.

Thoughts on this? Any mages that come to mind that could benefit from things like this? Off the top of my head Ziggs could use something. His previous play pattern was to simply push minions safely off turrets but now he can run out of mana doing this and honestly that was a boring way to play anyway. He may not be under powered but I know a decent chuck of people who feel that there is no reason to pick him over champs like xerath at the moment.
