Why is Precision Armor Pen and Magic Pen combined, but the Ferocity Tree has it Split?
It really feels lazy and like someone couldnt figure out an actual second Teir 3 mastery for that tree.

cuz some champs have both ad and ap damage it helps those with mix damage. and its a flat amount of magic pen/armor pen as compared to % reduction
Because there's assassins that benefit from having both mpen and arpen in their kits for really weird, unexpected reasons. If you think about the cunning tree, it's supposed to be about "deception," or at least that's what the word lets on. Most people don't really "expect" Thunderlord's Decree to chunk them so hard, but it does. Most people also don't expect the hybrid penetration to do a lot for

Zed passive is magic dmg.
It doesn't matter if they get combined or not, because %damage on 
etc doesn't add to their burst because DFT and fervor are both DoT's.
They should be combined and we should get real options for T3 Ferocity
