It's more like this.
It used to be that abilities were singled out, and one or two things became the "signatures" of a champions kit. This is more of the Dota style where you'll usually have 1 or 2 less impact or passive skills.
Like Sion. His intended playstyle was AD tank, and in that, his stun and ult were his little toggle and shield were pretty minor. Ditto for Blitz grab. Javelin Toss. Jax's leap and counter strike.
Now, champions have moves on every bit of their kit. So there are fewer options for individual moves to be separate pieces of what a champ does while not being individually nutty.
And it's ok to have two champs who throw things and pick them up as long as their general playstyles are different. It's less okay to have say, Zac and Aatrox with near identical Passives, I'd honestly much prefer Aatrox blood well to be something entirely different. But occasional similarities in moves are ok as long as champs have unique styles-and look at Yasuo, Gnar, Braum, and Lucian and tell me they don't do fairly cool unique stuff.
