Lower Priority Queue Suggestion

So i was recently put into lower priority queue for 10 min and I realized that you can't chat, browse the store, or check the champions while the timer is up. Only if you cancel the timer, check the champion and such and then restart the timer from the beginning can you do these things. I understand that this is meant to be a consequence for leaving but i can't do anything while waiting. I have to go to the League of Legends website to even check a champion's abilities or damage. TL;DR: Lower Priority queue should be changed to allow you to use the client while you wait.
