Riven is NOT broken.

I think the issues are Conqueror stacking way too easily on her and Spear of Shojin. I think if they want to make Conqueror work, it should either ONLY work by abilities, not auto attacks, or have some other way to stack it. Removing auto attacks from stacking it might work well to nerf Riven specifically as she auto attacks 3 times, and uses 4 abilities.
I actually don't think Riven is currently too broken (she always is by design, the question is by how much at any given time), rather I think she has too much freedom top lane with tanks being so weak. Where a couple tanks other than Poppy or Sion actually strong enough to be played, she would be having a far harder time.
Riven's Q is called "BROKEN" wings for a reason...
