The is only simple thing Riot needs to do to fix this game.
Don't let people with bad connections play. Why should 4 players get punished because one player has a bad comp, bad internet, or both?
They can easily test you connection and tell you you cannot play at this time. There's too many game that are lost before champ select because of this..
