How make early diving less dumb

Good diving: It's mid game, and you and your team goes to a lane where the laner(s) refused to leave, tank starts tanking, and the team goes in and kills them. Very clean dive, this is nice.

Bad diving: Early on in the game when the entire team dives botlane, which feels very cheap. Or when the jungle and the top laner dive the enemy top laner because they can.

Solution: Early dives shouldn't be so reliable. And even later fights shouldn't either. Here's my fix: Turrets deal 50% increased to damage for every enemy under the turret when the turret is aggro'ing a enemy.

Example: If there are minion under the turret, it does 100% (normal) damage to the minions), However when the turret aggro's a enemy champion it deals 150% damage to the enemy champion. If the jungler was there too, that enemy champion takes 200%.

Mid-Late game it shouldn't make too much of a difference since tanks usually can still tank for much longer after a dive then they did.

Would this change be healthy for the game? Y/N?
