Sheen and GP

Sheen item 3057 is an item which has two requirements to be used. First, that an ability be activated, which in turn places sheen's passive on the champion. Second, it requires an auto attack to use the passive. This is a two fold system which requires an two events in a specified order. However, with GP Gangplank he can get sheen, and then fire his gun which is an ability, but sheen procts with the gun, instead of going to the champion to be used on an auto attack. How is it that an item, which requires a two step process, be used in 1 single step with an ability that has little to no cooldown on a melee champion.

Well...that's how the ability is designed to work. Same with Ezreal's Q. Even with the rework, it's probably not going to change.

Gangplank is a completely mid tier choice, Sheen has been nerfed to like 80% (and to deal physical damage)

This is really not an issue.

Sheen gives you a mark that expends on next autoattack anytime you cast something. Gangplank's Q is casted, then lands. Gangplank's Q acts as a melee autoattack for almost everything (it procs Tiamat/Ravenous Hydra, can crit, uses the melee version of Iceborn's slow (only exception is spell shields still block it)) and thus procs the sheen on hit to do extra damage.

Sheen is an onhit affect that is proc'd by spell casting. Gangplank's Q is a spell that applies on hit affects. Just like Nasus q, Irelia Q, Renekton W, Ezreal Q and many others.
