Graves Atk Spd

I am not sure if this is an actual bug or something I do not understand, but I just played an ARAM game with Graves and noticed that after have atk spd boots, a static shiv, and the bow that builds into BOTRK, he only had .87 atk spd indicated but seemed to be attacking at a much higher rate.

It iseems like a bug to me, but if this is not a bug can someone explain how that works for him?

It says it the description of his passive. Attack speed reduces his load time but increases time between attacks. The more attack speed you have the slower you attack but the faster you reload. This explains why the numerical value goes down as you buy more attack speed.
