When I'm at top lane and my opponent goes mia to only see he/she's at bot. Should I tp at bot to help or should I push my lane?
My lane opponent keeps roaming everywhere, should I just push my lane or do the same by counter roaming?

Generally speaking, push the current wave into the tower and go help the team. It's never good to be outnumbered anywhere on the map, and if you can help that, you should. There are, of course, situational and match-up exceptions to this that go well beyond any single forum post.

Will TP'ing help (have a good chance of getting a positive outcome/avoiding a bad situation)?
How much will you lose if you TP (minions, tower damage, etc)
How much will you get if you don't TP, and how much will your opponent lose?
What will you get if you do TP and it is successful? Are you preventing deaths, or could you turn around a 2v3 and get 3 kills for your team, and maybe a tower after that?
I think these are the 4 main questions you should base your decision off of. Weigh them carefully, but quickly, as thinking for too long is a choice of it's own - the worst one (besides TP'ing and dying as well).
