Is Raptor Cloak MS passive still slated to work near dead turrets?

To be clear, currently the movement speed increase only works near alive turrets and does not work need destroyed turrets. Originally Riot indicated that this passive would proc near dead and alive turrets (friendly and enemy).
In the few uses of this item, the increased movement speed felt great around turrets. Problem is, once turrets started to go down it started to feel like a total waste as I was not able to build speed 85% of the time I had the item.
With the new ZZ'rot (or however you spell it) Portal item coming up (which uses Raptor Cloak as component), is the turret speed increase on destroyed turrets still on the table? I'd really hate to see this overlooked as it is a very interesting passive, but as is it feels completely lack luster past early game. Is there a reason why the MS increase procing on destroyed turrets was removed prior to preseason going live?
