To put it simply, Zhonya's Hourglass may be powerful when used correctly, but it is just that. If used incorrectly, then the user is dead. It has a very large cooldown, so one must know when to use it and where.
It is actually a balanced item, that is weak in the hands of a fool and strong in the hands of a skilled player.
