Put her on mana. Make her passive 1 sec. Remove dash from her Q's. She just spins in place. Remove AoE from W. Just point stun one target only. Remove dash from her E. Scale shield to % of mana. Add a 2.5 sec cast time to her R activate. Add a 2.5 sec cast time to her wind slash. Add an indication like Sion's Q for her wind slash.
Hmmm... I don't think this will "fix" her. What else do we need for her guys?

Not possible. With 2.5 sec, you'd have to wait til cast time finishes in order to have R. E R would just cancel cast time, putting her R on CD for nothing.
