What's Poppy classified as? Fighter/Tank.
Seems legit, but she's not an innate tank like

. In fact, most mages have more health than her. So in order to tank, she's going to want a lot of tanky items.
HOW!?!? As a tank, she'd get very little kills, thus very little gold, thus very few tank items, thus a very ineffective tank.
Guys like

can tank with just a

because their stats are decent enough. But Poppy's health is too low to efficiently tank.
Ok, how about a juggernaut? Nope. Ever seen her successfully lane against

? Doesn't work.
Fine, how about a slayer?
Here you go: 
3x Attack Damage Quintessences, 9x Armor Penetration marks, 9x Armor Seals, 9x Magic Resistance Glyphs.
Masteries: 12/18/0 (Make sure to grab Thunderlord's Decree).
Just jump in whenever possible and beat the snot out of them. Unless you're laning against somebody who's really overpowered like 
or 
, you should be fine.
Tweak the build if needed, like maybe you'd prefer a
