Aphelios is not overloaded.
He has fewer abilities at his disposal than most other champions. He's only got two at a time, maybe three if he get a gun swap in there. If he were overloaded, he would have more options that are equivalent to other champions at any given moment. For example, Akali was overloaded when her rework first hit. She had self-sustain, sustained damage, burst damage, great mobility, hard CC, and invisibility+, and she could use all of it against you all at the same time. Aphelios has a bunch of different tools, but he can't use all of them at once.
Senna is also not overloaded. Her kit balances her good autoattacks with abilities that cost more of her mana than a different support would use, while at the same time being less effective than the tools of other supports. Her autos are also sub-par compared to other marksman, with poor DPS through attack speed and crit. If she were overloaded, then either her supportive tools would be just as good as another enchanter on top of her good autos, or vice versa.
Don't use overloaded as a buzz word to express how you dislike a champion. It means something, and it doesn't apply to Aphelios nor Senna. For Aphelios, the word you're looking for is overtuned. His numbers are just too high. The concept itself is sound, it just needs some more tweaking, and he's getting that in the next patch. Senna is oppressive, not overloaded. Her high range and damage let her dominate enemies who can't exploit her weaknesses, making it an overall unfun experience if you didn't pick the right champions going into her.
