So Previous Harrowing Skins ex. (RavenBorn LeBlanc) Are Becoming Available At Patch 6.21?

Are the previous harrowing skins becoming available with the Bewitching Teemo, Morgana and Tristana? I know that bewitching skins are getting released on October 19th 2016 As Patch 6.21. So technically harrowing starts with patch 6.21 and legacy skins will become available as soon as i finish updating my patch? No Websites have confirmed this yet.. I NEED RAVENBORN LEBLANC BECAUSE ITS EMBARASSING TO NOT HAVE IT AS HER HUSBAND!!!!
