It's a neat idea, but the point of the victorious skins has historically been not "I've been gold at some point," but "I was gold in this particular season," which incentivizes people to play rather than letting them sit back on the game thinking they can eventually get the skin. Riot wants to encourage an active playerbase.
How to make victorious skins mean nothing with a single change
That kinda defeats the purpose of a victorious skin, which is supposed to reward you for enduring and climbing to Gold+.
I disagree. people that put up with this shit ranked system deserve something for their hard work. You need the patience of a saint to play Ranked. It is a flame fest half the time [sg-shisa]
I like this idea a lot.
Not to sound elitist: I finally got Gold after 3 years. It's hard, not really fun, and more a grind than anything. I don't think anyone below Gold should get the Victorious skin. You already receive icons, a ward skin for both Honor and the Ranked Season, and other stuff. The Victorious skin is the piece de resistance.
You have to earn it. It sucks, but it's like good parenting: The harder you work for something, the better it'll be when you finally get it.
So basically, the equivalent of the Participation Trophy.
What would you learn from not reaching Gold and getting the skin , but still getting something for " trying your gosh darn hardest dontcha know!( said in a mid western middle aged mother voice) " ?
Come on, try harder next time and take this loss as a chance to get better. You should not be rewarded for not making the minimum requirement for the skin

The skin is a reward for making it to at least Gold throughout that season. It almost defeats the purpose of it entirely. Especially considering that the champion picked is based on it's significance in the season.
But they werent gold that season and the skin is to reward those who hit a certain rank in the season, so why should they have it banked for the future?
Make a Victorious skin for people that didn't reach Gold.
They added more tiers to ranked. Not that hard to add more chromas to a skin.
Ranked keeps changing since season 1. This change would lead to less raging. People wouldn't stress as much about climbing.
Singling out people based on rank is considered toxic, therefore only giving Victorious skins to gold and above is toxic.

The point of this is to have the people who don't make it to gold in time to have another chance of getting the skin.
Victorious Morgana is one of my favorite skins. I didn't reach gold that season, and I think it would be unfair to those who earned that skin to give it to me for some other reason. I haven't really cared about any of the other Victorious skins.

No wtf, why don't people understand that victorious skin represents the season you achieved gold in. If you achieve gold next season you'll get the one that represents next season.
That's one way to see Victorious J4 before you die.

Or, now hear me out on this it's pretty crazy I know, you could just stop spamming ranked games mindlessly and actually improve yourself as a player. Then after doing so go back to ranked while playing in moderation so that you will climb slowly towards Gold.
I love this idea to be fair, and people who don't get gold can still break down the skins for essence.
What I really want is for previous Victorious skins to be available for purchase because I LOVE Victorious Morgana. I know I can roll them on Mystery Skins but I don't wanna spend all that money, OR make other people spend it. :c
So instead of Glorious Champion Capsule... something like a Glorious Rank Capsule (with pvp exclusive emotes and ward skins (maybe including other options)) that's unlocking upon climbing to another rank? Say you get it once or it refreshes at the end of the season? It'd probably be seen as a bitch for them to make new exclusives every season though maybe scratch the whole exclusive bit although it'd be cool.
It'd be nice but I doubt they'd ever bite the bullet on something like that even if it doesn't result in a loss of profit.

I really like the concept because it's not as much as a free victorious skin for lower tiers and would be the optimal thing for ppl like me who would go into Ranked only if the Victorious skin is for a champion they play.
