The Riven Issue

Dear, Riot and LoL players

I been playing League for a while now and the one thing that comes up alot in games. Is that Riven is broken, Overpowered or even Easy to play. I play riven when she was free I thought she was off a bit in both damage and kits wise. But I didn't see where she is broken. But then I faced her in a game as sion and the first thing I check was so see if she had cdr glyphs and I was right. The best why I see it is the it's the CDR runes that make her so strong start the game with 10% percent cdr can be a strong lead. I know this because I play mainly supp and running 21 in utility gives you a lot of cdr. But I thought maybe a discussion should be started on Riven and the other low elo OP champ. But to make it clear I'm not saying that that Riven or other champs like her are over powered but a general discussion on how to lane against them or to fight against to stop their lead.
