I get it 
was a bit underpowered before, but wtf riot? You make him 1 shot champs from half health now with his ult? And on top of that he literally shreds everyones life in 3 hits with his Q, that's not just broken that's straight up insane! He's a mage not an assassin, you keep doing this with tons of champs, just giving them 1 shot potential the second they get ahead. This doesn't make the game fun it just makes it demented.
He will have a nerf to q and his ultimate next patch lets see how it goes. I think Dark Harvest is what really makes him problematic.
