Compressed Time? (Subjective "stun lengeth")

The japanese (mostly samurai and other high end fighters and assasins) refer to it as compressed time anyway.

But why is it so bad in this game? When YOU get CC'd even by a 0.75 second stun it seems to last AGES for you (you can count in your head and hit 3, 5 even 10 seconds sometimes!). But when you stun someone for 0.75 seconds or heck even a 2.25 second stun you barely have time to react to dole out the damage you need. But when it happens to you it seems like you take an unbeleviable amount of auto attacks and spells all before you can move again.

What is the neuroscience here, is there a term for this in League or twitch game lingo ? I want to research this more, but foreign words don't really delve into it.

(This is the same phenomina that makes car crashes go slow motion and allow you to move insanely fast and jump massive distances when lighting is arcing toward you. However this state normally only occurs when you can and do react to dangerous events, but inleague it seems to ONLY trigger when you can do nothing about it (and if you have Quicksilver Sash the moment you press it this compressed time ends. Why on earth is this being trigger exclusively by being CC'd (but maybe because CC doesn't exist in reality the way it does in video games? you can still move around on reflex and instinct at amazing rates while "stuned").

Figuring this out could revolutionize high speed reaction games like League (and counter strike, street fighter, etc) and player performance and health (wasting brain resources during a time you can't act is a absolutely massive calorie drain and not to mention stress harmone generator) and generally reduce frustration.

But maybe its already been figured out and solutions found and I am just not in the know since I am not very social on social games lol (too much "time" buried in research).
