Exhaust needs toned down
The power it provides is simply too good and warps the meta around it, along with comps and playstyles. No other spell in the game is that powerful. To make matters worse, it has one of the shortest CDS and isn't "niche."

Sure let's nerf the summoner spell that is used to counter Assassins right before the Assassins all get their class update...

you have to explain why warping the meta around it is bad.. or in more detail at least.. otherwise this doesn't really make it a problem.
but really I think it should stay as is until
- damage gets turned back down or whatever makes ppl die faster and games end faster
- until the other stuff is reworked as well
You single that spell out, yet all the symptoms you listed are common among a few.
Let's play a game, shall we? I'm going to list five summoner spell combinations, and you're going to tell me what role they are (obviously I can't do every single niche combination, like smite/ignite Shaco).
Hm... there seems to be a non-niche summoner spell that seems quite... common.
Surprisingly, ignite occasionally gets substituted with exhaust OR barrier, and the exhaust in bot lane occasionally gets substituted with ignite of all things.
Yeah, I'm going to go out on a limb and just say "No." Go ahead and make some potshot about my rank or whatever, and ignore my argument entirely, I guess. Happens quite often when people don't want actual discussion or, gasp, a variety of opinions.
You only think it's op because your mains include Zed, Kha Zix, Ahri, Master Yi in other words all champions whose job is to get in and the target quickly then get right back out which exhaust is meant to help out against.
Exhaust is strong but it's secret OP atm. It's slowly becoming picked more and more in mid and top matchups (and some jungle shaco/lee are taking it instead of ignite or flash). Once it sees more play it may get nerfed. It is incredibly strong when used properly. Especially after the nerfs to TP and the fact that it's just as strong offensively as it is defensively (whereas Ignite is offensive only and heal/barrier are defensive only) - exhaust will probably see a nerf in season 7 but you'll have to wait for it.
Fuck that, exhaust needs to be buffed I want to be able exhaust the riven flying into my team and she does LITERALLY zero damage, because the players of the champs I want to exhaust dont deserve to have fun.

I'm starting to notice the Exhaust in 3 lanes hasn't trinkled down past very high plat/diamond yet.
Let me know when more people take Exhaust than Flash over a period of 1000 games. Even with Exhaust in 3 lanes, it's still less powerful and game warping than Flash.
Making comments like "I don't even know why people still consider Flash a summoner spell" doesn't strengthen your argument. It makes it sound like you're trying to ignore basic principles in order to make a better clickbaity headline. Now, if you said "After Flash, Exhaust is the most powerful and meta warping summoner spell", it would be easier to swallow.
